Bargaining Reopener 2026

CPPW won our 1st contract on June 18, 2025 after 14 months of negotiations with the City of Portland. Securing our contract was the foundation.

The reopener is an agreement in the contract where certain articles will be renegotiated starting in January 2026. This was a strategic decision to secure the protections, rights, and benefits of our 1st contract, then set a time to revisit specific articles when missing information would be clearer or more available.

A reopener cemented our wins, gave us time to prepare, and makes space to improve specific articles without delaying the entire contract.  

Four Articles are open for bargaining:
Article 16 – Wages
Article 22 – Reductions in Workforce & Layoffs
Article 24 – Hours of Work
Article 27 – Standby and Callback Pay

During bargaining, both CPPW and the City may make proposals and counter-proposals to update the above articles. Below you will find links to each proposal and counter proposal that has been submitted/received.

How you can help get a strong contract:

Sign your union card. 

The City will not willingly give us a strong contract that we deserve. We have to demonstrate that we are united front that will take action together to achieve our goals of consistent wages, better working conditions, and stronger protections.  Signing your card is the first action – and one of the biggest actions – you can take to show you want a strong contract. Provide testimony or support contract development
