Bargaining Reopener Proposals (2026)

CPPW won its 1st contract on June 18, 2025, after 14 months of negotiation with the City of Portland. In 2026, the bargaining team returned to the table to revisit four specific articles:

  • Wages (Article 16)
  • Reductions in Workforce & Layoffs (Article 22)
  • Hours of Work (Article 24)
  • Standby & Callback Pay (Article 27)

Memoranda of Understanding (MOUs)

MOUs are agreements CPPW has made with the City that update or clarify parts of the contract. Many take effect immediately and stay in place until incorporated into the next contract.

Class Comp Committee

The Class Comp Committee (CCC) is a joint project created during CPPW’s first contract negotiations to redesign the entire classification system for CPPW members. Since 2025, CPPW members and Bureau of Human Resources staff have been working together to review consultant recommendations, revise draft class specifications, and build a clearer, more accurate structure for all classifications.

These recommendations will inform the wage system for the 2026 contract reopener. BHR makes the final determination on classifications, but CPPW members’ expertise and participation – reviewing drafts, attending focus groups, and responding to outreach – are what ensure the system reflects the real work we do.
