Contract Ratification means the implementation of dues. HR has informed us that progressive dues (a positive change from interim dues!) will begin being deducted from a Nov 13, 2025 December 2025 paycheck!

Why do we pay dues?

Dues are a crucial part of having a strong union – they allow us to pay for needed expenses, maintain an infrastructure, get the trainings we need to fight with our extremely well-resourced employer, and have support to exercise our power.

Most importantly, dues paying membership demonstrates to the City that CPPW members support our union and are ready to back up that support with action!

What is the change to our dues?

CPPW is moving from a flat rate ‘interim’ dues system to a permanent progressive dues system.

In November 2023, with a 98% vote in favor, the CPPW membership adopted the Constitution and Bylaws that govern our dues. The dues system approved in the Constitution would not go into effect until the first contract was ratified.

The dues system in our Constitution and Bylaws is a progressive structure, meaning members who make lower wages pay a lower percent. Across the board members will pay an average of 1%. 

In the mean time, our union needed funds! In early December 2023, CPPW membership voted to institute flat interim dues of 0.5% of gross monthly salary as a temporary measure to raise money to fight for our first contract.

We expect the dues system adopted by members in our Constitution will go into effect on Nov Dec 2025.

What are my dues?

Dues contributions come out of each paycheck and are calculated based on your base pay rate (no overtime, standby or other additional income).

How are dues amounts established and governed?

Card-Signed members set the dues rate for CPPW.

Members designed and approved a progressive dues structure which makes dues both affordable and equitable. This dues structure was codified in the Constitution and Bylaws, which were voted on by card-signed members and received a 98% approval vote in Nov 2023.

What are progressive dues? 

Progressive dues are a more fair and equitable dues structure where every person’s base, pre-tax wages are divided into brackets which correspond to a specific dues percentage.

Higher wage members (those making $168,000 or more) contribute the most dues at about 1.50%. Lowest wage members (those making about $50,000) contribute the least dues at about .25%.

The average dues amount for CPPW members will be 0.98% (based on current average salary of $105,000).

How do our dues compare to those of other City of Portland unions?

ProTec17: 0.85% for all members (flat rate)

AFSCME 189: 1.77% for all members (flat rate)

CPPW: 0% – 1.76% based on wage, average of less that 1% (progressive)

How do I pay my dues?

It’s easy!

All card-signed members in good standing will have dues automatically deducted from your paycheck each pay period by the City of Portland. These funds are then transferred to CPPW.

If you do not see “CPPW Union Dues” listed in the Deductions section of your paycheck, contact the CPPW Treasurer.

What if I work different number of regular hours some pay periods?

This is highly unusual. Dues are calculated from base wages, which for nearly all members are consistent throughout each fiscal year.

However, there are about 4 CPPW members who work a part time, flexible number of hours that may differ each pay period.

These members will still pay contribute progressive dues, but may have a different accounting methodology in order to limit the amount of administrative burden on the member and the union.
